I'm a permanent resident and i have sponsored my husband (OUTLAND) with the new application kit.While im sponsoring him, can he apply for a visitor visa to stay in Canada for a period of time with me until his application as a spouse sponsorship will be accepted or start processing?

Yes he can but they are very difficult to receive. Make sure he shows strong ties to his home country.

Yes, he can land under 'dual intent'. This would be best once you have sponsor approval (which shouldn't take more than 2 months). If he has an open return ticket, he may be able to get a six months visitors visa.
