Urgent: IS BOWP program has been cancelled by CIC ?

need urgent advice seniors,

I want to apply for BOWP. Today i checked Operational Bulletin 485-A and it shows that this document has expired. Please refer to the appropriate Program Delivery Instructions for current information.

Please guide me that can i still apply for the BOWP?

BOWP is still available. In the Program Delivery Instructions you should have found this:

All they are doing is moving instructions from various locations (operational bulletins, manuals, etc) into a common area.
