I have a Bachelors of 4 years and I appeared for DELF b2, which is considered as an independent degree/ Diploma by the French government, will i qualify for 2 or more degrees ?

DELF is a french language certificate. It just proves to prospective employers that you can speak French.
I don't think it would qualify you for "Two or More Degrees".
