I received a letter from cic to resubmit photographs for my PR card. Is that normal? I was expecting my card soon but now they have asked me this.

I did submit photograph at landing but this comes as a surprise. Any thoughts?

My spouse is in India and hasn't landed yet, should he resubmit as well or wait until landing?

If the photos do not meet specifications, then they ask us to resubmit.

This is normal.
