When signing up for any website account, you are usually required to provide an email address for "validation". Many people, including my wife, find this to be a great deterrent to account creation. Therefore, it's selective. Not everyone has the knowledge or skills to generate throwaway email addresses in order to prevent spam.

You don't actually need an account on job bank.

You can search for jobs on job bank without logging in or creating a profile.

I know. But to get the "job match system" working you do need and account. And that part is a requirement.
So if according to them some people could not get access to the web page because they need an account. So is the same case with the match system.
Either way there is no information about this "refusal motive" on the service Canada page. That is what is bother me right know that they refused my LMIA application on a technisism that is not even in their on web site.
