Urgent help please,guys

I did my landing on the 13th of April and never got my PR card on the mail so I decided to call the immigration office. They told me the border officer never put an address on your file and your application been sitting there for over two months. I have no idea why they did not contact me and I have no idea why that officer did not do his job!!!! They told me your card wont be issued now till the 14th of Agust,and I have an urgent trip back home now. Is it a good idea to apply for a travel document when I am back home? does it take forever? do i have to do the medical again and all that scary process thing? How about if my card arrives here,can my roomate mail it to me home safely,is it even legal? Please guys I need your help

No - you won't need to take the medical again.

Yes - your friend can mail your PR card to you if it arrives.

Yes - you will need to apply for a Travel Document if you want to return to Canada before you have your PR card. I believe the processing time is a week or two. (Hopefully someone else can confirm the processing time.)

Guessing by your username that your home is Pakistan, so you would be applying for the travel document through Islamabad.

Looking at the processing times page, it does actually say a minimum of 12 weeks for a PRTD. Have a look at the website here http://www.canadainternational.gc.ca/pakistan/visas/processing-traitement.aspx
