URGENT HELP : PGWP REJECTED AT BORDER (withdrawn from program for one term)

Hi everyone,

Yesterday I got my PGWP rejected at the border.

I completed my M.Eng from Concordia University montreal. During my program, after completing 45 credits my GPA was less than 3.0 and hence I was withdrawn from program, later i was given permission to take 2 more courses to raise my GPA to 3.

Withdrawn from program: September 1 2015 (Completed 45 credits)
Reinstated back into the program: January 1 2016
Completed the program: August 2016

Until i was reinstated, I was not allowed to take any course.
When I took my official transcript and degree completion letter to the Border at localle, they told me that I am not eligible for the post graduate work permit because according to CIC rule
"You must have continuously studied full time in Canada and you must have completed a program of study that lasted at least eight months."

I explained him what happened and the reason, but he said he doesnt have the authority to consider it but only to check the eligibility and hence he rejected my application. He also charged $155 as processing free.

He asked to apply at CIC online with whatever reason that I have.

HELP :
I request people to please guide what to do next with my scenario, what should i do. Can i apply online , if so will they approve or is any other way.
Looking forward for some feedback from everyone.

Not sure I understand why you tried to go to the border.

You need to apply online. Impossible for any of us to say for certain if you will be approved.

I assume your study permit is still valid?

I got my degree completion letter late from the university and my study permit is valid for only one more month (90 days from the date of completion).

If i can get a letter from the university that their decision to reinstate me came late, shall I go to border and do a flagpole again?
