My sister is applying for canada visa under dependent PR...after coming to canada she wants to do study...should she have to take ielts to get admission in college/university ? please help..thanks in advance

Yes ielts is needed for nationals without English as first language. But if you have read in English medium school then ielts might not be necessary for some institutions.

Is she coming as a permanent resident? If yes, it all depends on the course she takes. If she is planning for university degree or professional degrees like Nurses, then yes she has give IELTS. But if she is planning to take any short course, may be not.
