In 2021, I applied for a study permit after receiving an offer from a university. Once I obtained my study permit, booked my flights, and prepared to travel within the next two weeks, I received another offer from York University, which seemed more promising. I reached out to the immigration advisors at YorkU and explained my situation, expressing my consideration to change universities. The advisor informed me that there would be no issues with making the switch as long as I submitted a transfer request through this link:

I followed their instructions and didn't receive any response from the IRCC, so I assumed my request had not been approved and decided to stick with my initial university, which was scheduled to start in October. I arrived in Canada in mid-August, giving me two months until my semester began to find an apartment, settle down and prepare everything before my studies begin. During that time, I started regretting my decision not to choose YorkU. I contacted them again and spoke with the advisor once more, who reassured me that I could still switch before my semester at the other university started. I mentioned that my study permit was also valid for two years, the duration of the program at the other university, so the advisor advised me to apply for an extension a few months prior to the expiry date. I submitted another transfer form as a precaution, informed my initial university about the change, made the switch, and started my studies at York in September 2021.

After spending two years at York, I realized that the program was not a good fit for me and didn't align with my desired career path. I emailed my initial university to inquire if it was possible to switch back, and they confirmed that it was. I informed the IRCC through the same link once again and returned to my initial university. My study permit expired during my second semester at the initial university. I applied for an extension well in advance, about 2-3 months ago, and today I received a letter from the IRCC requesting my transcripts from the fall term of 2021 at the initial university, even though I was no longer enrolled there at that time due to the switch. Now I'm unsure about what to do in this situation. Both universities assured me that changing wouldn't be an issue, and the IRCC link stated that I didn't need to apply for a new permit to switch universities. However, I feel lost and concerned that my extension might get rejected or that I'll be asked to leave because I trusted the immigration advisors from the universities who were supposed to guide me, especially when it comes to something this important.

I would greatly appreciate any help or advice on this matter. If anyone has encountered a similar problem before and knows how to solve it as soon as possible, I would be extremely grateful. I'm even considering involving an immigration lawyer to assist me, but I don't want to spend that much money unless I'm certain that I can't resolve it on my own. Your assistance would be greatly appreciated. The deadline to submit the transcripts from the initial university is July 16th.

You were never allowed to switch universities. You needed a new study permit to attend York so you have studied without a permit for two years. IRCC now wants proof that you have been attending the school on your study permit.

The only way you could have changed schools when you came to Canada was to study at York for a semester and then switch. The IRCC link does say that you cannot just change schools. From IRCC site,

Changing schools
Before you change your school or program, you must meet all the conditions of your study permit. This means you must be

This means being enrolled in the school on your study permit and then going there first. Your first unviersity should have notified IRCC to cancel your study permit.

In your response, you need to take responsibility. Some advisors are not aware of the rules and it is your responsibility to know what the rules are. You may need a lawyer because assume you have been working too.

You don't have much time to respond and you have to make sure that your response is received by July 16th at the absolute latest. If you don't want to hire a lawyer, then my suggestion is to write a very concise letter to IRCC outlining what happened. Don't write it as you've written it above. This is hard to follow. Make it a bullet point list of dates and what happened on those dates. I would also recommend you submit or re-submit the transcrips from the school you actually attended for the first two years.

A couple of years ago IRCC implemented a new rule which required students to obtain a new study permit if they switch schools without completing at least one semester at their original school. In these situations, it is not sufficient to simply notify IRCC about the change in schools through the online form. You have to obtain a brand new study permit.
