Urgent help if anyone could

Hello, I am currently an international student at Lasalle College in Montreal. My course is 3d Animation and ends in August. I took a 1 year course. I have to apply for the 2nd year but as my college is private i am not able too according to the new law. I don't want to change the province. Can someone help please if anyone wants to clear out the new laws and what I can do about the situation??
