Or it's completely deliberate in order to weed out a lot of those who are not in compliance with the residency obligation requirements.

Perhaps they want to retain only rich people/entrepreneur. Many poor people still have a job in their own country, which makes immigration not as fluent and smooth as those rich people.

Baseless accusations are just that...how in the world does eTA favor rich people and entrepreneur?? And assuming that poor people are more likely to have a job in their own country than rich people (which is again likely based on your own assumption with absolutely no research whatsoever), how do people with a job in their own country get significantly more affected by eTA? eTA only penalizes PRs if you don't have a PR card yet/the card is expired and don't have time to apply for a PRTD (which in most cases is the absolute opposite of someone who still has a job in his/her home country).

Canada has been stupid about the eTA requirement, because it screws up permanent residents.

Quite the opposite, they are smart to implement this. Before eTA, countless PRs not meeting the RO were slipping back into Canada easily just on their visa-exempt passports. Now with eTA, it will be much easier to catch PRs not meeting the RO.

The RO exists for a reason. CIC allows only very specific circumstances around which a PR can overcome the RO. Otherwise PRs are supposed to lose their PR status if they don't comply with it.

It has rationale. Many rich immigrants do not even need a job in Canada - they have multitude of funds before they immigration / they have a company overseas. To them, Canada is a place where their wealth can take shelter from China and whatever country they are from.
