Hi,

I have already spent two years actively (offline for more than a year and a half) studying in university 1 with a valid study permit. I've transferred to university 2 and changed my DLI online dated September 2020. I am currently not in Canada and ive spent my first year in university 2 online. Will I have to apply for a new student permit before coming to canada?
 
Since you transferred before the rule/policy was implemented, I think you should be fine.

Moreover you were actively studying in your first DLI prior to transferring. I don't think you need a new study permit, nor have any problem entering Canada on your new DLI. Just make sure you have your transcripts, enrolment letter for your current study with you.

I have a friend who is in the exact same scenario as mine but she was unable to change her DLI due to her online account issues untill May 2021. Then she retroactively changed his DLI transfer date to September 2020 since that's when ahe transferred.
Will she need a new study Permit as well.
She has also spent almost two years offline

I cannot comment on your friend's case as she transferred after the rule was implemented. Perhaps the fact that she was already actively studying (though not in Canada) AND she started at the new school back in September 2020 might work in her favour, but it's hard to say.

She is inside Canada? If she was inside Canada then none of the new rules about getting a new SP to change DLI apply to her. She's free to change her DLI as long as she was actively studying.

I am sorry for the confusion. She was inside Canada for two years actively untill COVID and then she moved back to her home country abroad. In the same summer she transferred to a new university. And then the rest happened in the comments i mentioned above. The only issue was she transferred and updated her DLI after the new rules were implemented to a date before the new rules

Yeah, it's quite confusing. But I think I understand you now :D .Her initial SP was already activated as she entered Canada, so she has nothing to worry about. Ideally, she should have made IRCC aware as soon as she transferred (via webform when she had problem with her GCkey). She probably would need to provide an LOE when she needs to apply for extension and PGWP later on.

Yeah, Thank You so much once again. I have asked her to raise a request with IRCC just in case to confirm. I can confirm she did have an activated student visa. And yeah, in hindsight you are correct, she shouldve notified it immediately. She had tons of issues with her GCKey then and IRCC was taking weeks to reply to every email during the peak of covid so it got delayed by quite a lot.

Thank You. This information I couldnt find clearly on the CIC website. The section says "If you are outside of Canada" which we were and that confused me and gave me unneeded anxiety haha. All good.
But I understand the move, it's probably for those who have never set foot in Canada (probably spent a year online) trying to change your DLI. They might not have recieved the physical Study Permit that I remember getting at the Immigration Office at the Airport when I first set foot in Canada
