I went to this link before and then I selected new immigrants and then get a permanent residence card, then apply for br
But the eligibility is for whom inside Canada but I’m outside

As well as, I tried Express Entry program but the competition will be to high and there is a high risk the embassy don't invite me.

It depends what reason you want applying for!

For example, you might want a visitor visa for sightseeing, so you apply for TRV.

You are not a new immigrant and can't just apply for a PR card.

If you want to immigrate, you need to go through Express Entry. It is competitive for a reason and most people don't qualify.
