Urgent! Apply for 2 Streams in OINP

Hi, I had applied for 2 streams in OINP, Foreign Workers and International Student. I received an invitation for the Foreign Worker stream and submitted my application. Should I withdraw from the International Student while it is just an EOI or wait for the decision on my application in Foreign Worker?
