My thought would be to do an IN land application, that way your wife and her kids can be in Canada while its being processed. If I'm wrong, then I hope someone corrects me :)

I'm assuming she is non visa-exempt and needs a TRV to enter Canada. The chances of being approved for a TRV when she has a Canadian citizen spouse and children are low.
