Uploading Provincial Nomination Certificate on PR Application

I don't see any place where we can upload scanned copy of Provincial Nomination Certificate ? Do we need to upload it ? If yes, which section can we upload ?

you can upload it with letter of explanation, I did like that.

Thanks for your quick response. It has been stated that it is one of the mandatory requirements (http://www.cic.gc.ca/english/resources/tools/perm/express/intake-complete.asp ) but the uploading section is missing.

Are you sure we can upload along with LoE ?

Any others advise ?

Once you put forth your application, they'll come back to you asking for schedule 4 and 4a (this is only for PNP candidates) and you can fill up schedule 4, add your provincial cert along with it and also add a LOE for not submitting schedule 4a (for business nominees).
