I believe when you received the AOR, from that letter they will give you the UCI # or that is your client number. It consists of 8 to 10 digits

When and where (inside or outside) did you apply?

So i assume the letter (email) with UCI number is the AOR.
I applied in Dec 2019 from outside Canada.

Correct. So all you need to do for now is to wait, they will contact you again if they need something from you or hopefully next letter is instruction for bio and medical. You are getting closer

Submitted file on December 7,2020 and got AOR on February 26,2020. I have applied from outside Canada.

Dec 7,2020 is yet to come brother.

I recently checked the application status online under home child care pilot program canada, they said that " we have done the preliminary processing on your application. We have reviewed your file for eligibility , u meet all the requirements. Plz help me to understand what it means, what is the status ,how far my application has reached and what are further steps.
