I'm looking for a list of universities in Canada who offer studying master for international students with minimum admission rules , specially the bachelor GPA score . I've a sufficient IELTS score and good working experience .

I suggest you to try for sone college.

You have done your past degree in Math with 2 GPA. And you are looking to study CS ( Engg) with 9 year workex as programmer.

Generally, all uni requires 3-3.5 GPA minimum. Nd your gpa are too low. So I suggest you to try for PG courses in colleges. They are also good.
And one more thing, chose your course wisely because you have to show some connectvity of that coruse with your past studies and workex with strong reasons to justify your proposed study because VO are very careful about that.
