univ wants to certify and put seal......not willing to consider notarized copies

hi.

Had gone to univ to ask for putting the univ seal for the transcripts(degrees).
They asked me to give only an application in writing and mention the (a) year of passing and (b) univ enrolment no. And to mentions to whom the sealed envelope is to be addressed.
They said they will check the univ records, make transcrips, certify and seal them. They do not want any notarized copies

But the cic website mentions as below(copied from cic website)



People authorized to certify copies include the following:

In Canada:

* a commissioner of oaths
* a notary public
* a justice of the peace

Outside Canada:

* a judge
* a magistrate
* a notary public
* an officer of a court of justice
* a commissioner authorized to administer oaths in the country in which the person is living


Will this be sufficient ..............

If the transcripts are in English, then no need to have a certified copy or something.

When you send original documents, such as original transcripts, from your university, they do not need to be certified. If you want to send copies of those original documents, then you will need to have them certified.

If those documents are not in English, then you will need to have them translated. The person who translates them must also be able to stamp those translations.

Please note the instructions state "the transcripts/mark sheets in a university sealed envelope", you don't open the envelope you send as with the application.

from my reading of this

the transcript is sealed, you do not open it

if the transcript is not in English or French, you need a certified translation, for that you need a copy of the transcript which you then have translated and certified and send to CIC along with the sealed original

of course, you'll have to ask the university for the copy as you can't open the envelope to copy it yourself
