Undergraduate student applying for PR before completing degree

I am an international student studying at the University of Waterloo under a coop program and have completed 2 years of my education (along with 12 months of work experience in Canada). Can I apply for PR status now, and is it likely to be approved?

You can apply but it unlikely to be approved. You won't receive credit for an educational degree you haven't completed so FSW 1 is out. No AEO FSW2 is out. Not graduated so not eligible for CEC.
