Under which program can I apply PR?

One of my friends would like to apply for Canadian PR. He lives at India right now and he has 10+ years of experience in Accounting and Admin.
My question is under which program, category he can apply PR from India.

Is the government going to open eligibility for all NOC codes or for each and every code...(apart from the previous 29 eligible codes)
