unable to submit my police report

I was required to submit police reports from two countries, So I submitted one first.
Recently I got another police report, when I went to my online account, the police report section shows "Replacement Provided ."
I am not able to resubmit another police report. What can I do? Do I submit it through Webform or by mail?

I am waiting for my mom’s criminal records from two countries but still did not hear anything..I have only few days left to submit..what should I do. Should I request them again?
