Unable to submit EE application - applying for Visitor's

Hello! I am currently in Canada on an IEC visa. I was supposed to submit my PR application last week but have encountered technical difficulties and haven't been able to submit. So frustrating. My visa expires soon and I have been advised to submit a visitors visa to remain within Canada legally. I have two passports, so I plan on applying for another IEC on the second passport in order to get back to work as soon as I can. My question is:
Can I apply for my IEC now, since the pools are open OR do I have to wait until my visitor's get approved??

Any help would be greatly appreciated

You can submit your name into the IEC pool now. Make sure your second passport is from a country that allows applications from inside of Canada and doesn't have a requirement stipulating that you need a permanent address in the country of citizenship.
