The academic portion of my program at Fanshawe which began last May is ending this April. So far I've been unable to secure a Co-op which is to run from May to August, without which the program will end up being only 12 months (3 semesters). The school says we can graduate without it if we fail to secure one but what length of PGWP would I be looking at if I fail to get the Co-op?

Will depend on what your transcript states but plan on length of studies so one year.
 
It's a two year course according to the admission letter. 3 academic semesters and one co-op term with no break
But what will you completion letter and transcript state, not admission letter? IRCC may only count the length of program so three semesters.

In that case given that two semester 8 months courses get One year PGWP, shouldn't a 12 month 3 semester get more?. I am just confused because I do not wish to commit funds into applying for a second program

Ask your school and international counsellor what your completion letter will state. And how long PGWP may be if 3 semesters. I cannot advise you on how long your PGWP will be.
