Hi great ones,

I don't have choice to be born in your world today but it is for a reason. The reason I chose to ask this question in your world is that I have noticed thousand of smart people who really explain things as if they went to Immigration school. That is why I decided to ask this question here on FSW's side. I have 2 questions in parallel.

1. Does the Visa Office issue a UCI number to the applicant's file knowing that they are not going to approve them for a permanent Resident visa?

2. Is it true that while the Immigration Officers who work on our files, issue the UCI number after the applicant has been approved without an interview?

I came here because I know there are many best scholars in this matters. Please feel free to comment in deep ways.
 
From practical point of view ( as far as my case),

I am Primary Applicant in my Family and I had the got the UCI number at the time of 2nd AOR (Acknowledegment of Receipt for documents submitted).

My Family members got the UCI number at the time of Medical request (UCI mentioned in Medical forms for each applicant and my number remain same which I got earlier)

Conclusion :

1) Primary Applicant get the UCI number ( even though it is approved or not)
2) Dependants will get the UCI after approval for Medical Request ( still it is not the Final Approval as good as Visa stamping. Because there
are chances of rejection after Medical also (very rare)

Thanks coolguy for your reply. that information you gave me is very important. AS a FSW the principal applicant receives UCI first because he or she is the owner of the file then after S/he is approved the rest of the family get their own UCI numbers wow.
