UCI number and time of validity

If a previous application was withdrawn but a UCI number was provided , is this UCI number still valid if applying a second time ? If there any amount of years it gets erased and a new one will be provided ? Or the previous UCI number is valid forever ?

From experience I know if a previous application was withdrawn and you apply again, they will still use the same UCI
