My father is a protected person in Canada. As per the law he is elegible for the PR. I am going to apply for his PR my mother and two sisters (under age 22) are included as dependent in his application but one of my sister who is 28 and is a mild Schizophrenic patient will be left alone and she has no job as well should I include her in the application or not?

You can certainly try.

Mild Schizophrenic may not be enough to be able to classify her as a type C dependent. But you can certain try and see what happens.
