I applied canada visitor visa outside of Canada in Feb 2013. I didn't get any official document from CIC. Do I have a client ID?

No, not at this point. A UCI probably has been assigned, but until you get a response from CHC/CIC you won't know what it is.

Sorry, I didn't explain my situation clearly. I applied the TRV, and when approved the officer just gave me a call and asked me to submit the passport. The TRV is stamped on my passport. There are some numbers on the visa, I didn't know if anyone is the UCI.

Anyway, I emailed the CIC about this yesterday; surprisingly they responded already this morning. I was told that the UCI is the 8 digit numbers below ONE (PERSON(S)), and above the french "Property of the government of Canada". Hope this helps friends with the same situation.
