Hello,

I am just wondering. If I apply first for a spousal visa to get my husband over to Canada, while that is processing, can I apply to bring him over on a visitor visa? The permanent resident visa would be an outland application.

Yes, you can apply for both. But he many be denied a TRV because he has applied for a PR, which makes him "at risk" to not return to his home country. However, If your husband is from a visa-exempt country, then he won't need a TRV to enter Canada: http://www.cic.gc.ca/english/visit/visas.asp
