Two or more degree

Hello guys,

Need a quick help
My fiance is an engineer for Mumbai University (bachelor degree), he is trying to get admission in one of colleges in Toronto in PG diploma. While applying for PR will the PG diploma course be counted as two or more degree, or it will be considered as bchelors degree.

Please help!

He needs an ECA for his bachelor's degree + at least a 1 year diploma and then he will qualify for two or more degrees, one of which is at least a 3 year bachelor's degree.
