Two application from two gc key

Hello sir /mam,
I got confused with my application . I have two ielts scores and one of them is eligible for pnp and one is for general category draw . Can i make two different gc key account with two different application at same time. And whenever i will get invitation from one of them i can with draw other. Can i make two gc key at one time?? And is it legal??
