Right now I am living in Canada through a student visa and I am living with my parents. My birthday is Ocotber 23, and I turn 22 that day. One day before this supposed change for PR eligibility takes place. I was wondering if I am still able to apply? It is very unfortunate that I am missing the cutoff by one day. I have been living in Canada for several years and both my parents are citizens of this country.
 
No on here can answer that question because we don't know how the new rule will be applied (i.e. if it will be retroactive). You'll have to wait and see.

If your parents are already citizens, they would have had an opportunity to include you as a dependent when they applied for PR. Was there a reason that didn't happen? Unfortunately that was a real missed opportunity.
