is it possible to get a proof from his doctor about his injury? it could be one of the good reasons for you to come and visit him.

to save the money you need to try a land border. and please, you do not need to be so open with customs - they just try to find any reason to deny entry.
 
In a quick search on Travelocity found Houston to Ottawa for as low as $442...

you would both need a birth certificate and a passport and you have to wait 24 hours to get married, but its a lot faster and cheaper than doing it in Canada. IF you go to the border with the marriage certificate in hand, with proof of funds to support yourself for several months, and proof of health insurance for the same amount of time, they will probably give you a visitor's record that allows you to stay at least until you can file your paperwork. When they have proof that you've filed they'll give you a longer record.

The worst thing that will happen is that they will deny you and you follow the plan you mentioned above with the marriage bit already taken care of!

yes, the closest border crossing to Ottawa is Ogdensburg, New York it is about 40-50 min from Ottawa.
this time you really need to be prepared the best to avoid another refusal.

Trying to get premanent residency!

Thank you all so much for the help. My fiance and I are planning everything right now. It might not happen until sometime in August due to some family issues on my side, but we should be alright. Also my dad mentioned to me that I might be black listed or something. There was a slight problem when I went there back in february and I was susposed to leave in two weeks, but due to ticketing costs I left two days later. The customs agent stated that if I didn't leave I would be taken into custody. Also they threatened to band me from canada.

Is there a number or something I can call or a website I can go to, to find this out?
