Does anyone know if you can apply for a visitor visa while you have another visitor visa application in process? As in, someone has a visitor visa application in process as part of a family group, but due to another member's circumstances, it's taking much longer to process the application as a whole.

It would be much faster to process the visa for the person individually.
 
Each application is assessed separately so being part of a group should not change the processing time. How old is person with own cash, travel history and ties to return.

So it's possible for one person to get approved while the others in the group are still waiting? It's just that the application has been in process for about a year, when the estimated waiting time was about a month. And the only messages the IRCC has sent is requests for additional documents for just one member of the group.

Sure it is. Some people can be refused and some approved as all are reviewed on their own merit. Does person live in country of citizenship and lived in different countries? Are they from a country in Africa or Asia where background/immigration/security checks can take years. Anyone in the military.

Assume this is a person under 21 who wants to not be part of a family application.
