TRV Visa Re-apply

Hi,
I have one quick question about TRV/ Visitor Visa For Canada

My parents got Visitor Visa of Canada 4 year before, and my mom visa already expired in month of Feb,207, but my dad has valid Visa till end of April 2017. now they are planing to apply for new TRV, I am not sure if my dad can apply for new TRV, because right now he has valid TRV till end of April,2017 and they are applying to come to Canada in month on May.

1. Yes he can apply and will need to, since if his TRV expires in April, he won't be able to use it in May.

If they apply now for TRV in March 2017, Will CIC not reject their application because they still have valid Visa will end of April?
