TRV to PR/Work permission

Hi all - Has anyone had any experience with someone being in Canada on a TRV, receiving a job offer while here, and changing/upgrading status? Assuming the employer has done the necessary checks to see if a Canadian can do the job, and hasn't found anyone, is it possible for a TRV holder to start the work visa / PR process while in Canada?
