TRV renewal question. Yes or No for permanent resident application.

Hi, I am filling out a TRV renewal. I have an active EE profile but no ITA yet. Should I choose yes or No for the question " Have you submitted a permanent resident application in Canada".
( I am only looking to write the correct answer like I do not want to write YES mistakenly when all I have is EE account, I haven't even gotten ITA)
