TRV Rejected Twice !!! Need Expert Advise Please...

Hello,

I am a student in Edmonton, AB Canada and my study permit will expire on APR/2020.

In the meantime, I have applied visa for my wife, so that she can visit me here.

1. We have applied for a TRV, and was rejected.
Reasons was:
- Your family ties in Canada and in your country of residence
- Purpose of visit
- Your current employment situation
- Travel history
- Personal assets and financial status

Profile
She is working as an university lecturer at a private university for last 2yrs.
Have visited Netherlands 3 years ago for 10 days.

Documents Enclosed with Application
Bank Statements 6 Months.
Confirmed Return Ticket.
Medical Insurance for the stay in Canada.
Bank Balance Certificate Around 3 Lakh in regular account and 15 Lakh in FD'S
NOC for Traveling Abroad from employer.
Employment letter from her employer.
Old Passports For Travel History.
Sponsorship Letter from my father. He has fully sponsored my wife for one month with $50,000 USD in Saving Account.

Could anyone assist us, how we can apply for her visa?
How long do we have to wait for reapplication. As I am really scared for another refusal.
