Both my husband and I are PRs living outside of CA and we applied for a TRV for our infant son as we want to move to CA asap. The TRV was rejected and the reasons indicated was that they are not satisfied he will leave Canada because of his travel history, purpose of visit and family ties. This seems to be a generic response as the Visa Office are currently refusing applications also he is an infant so these reasons don’t seem applicable to him. Any idea of what can be done? We are unable to reach the office as they are not answering and emails are taking weeks to respond to.

He actually isn’t a temporary visitor which is why he got refused. The next step is applying for a TRP. If denied one of you will have to go to Canada and sponsor your child. Sometimes TRVs are easier to get once PR sponsorship has started processing so if you do start the sponsorship process I would consider trying for a TRV again.

They can't sponsor him outside Canada and they obviously don't want to leave him outside of Canada by himself while the sponsorship process unfolds. A TRP is for someone who is inadmissible to Canada. Your infant son is obviously not inadmissible - which is not the same as having an application refused.
I would advise you to apply again, citing the prior refusal and the ridiculousness of applying those criteria to an infant. There is obvious dual intent in this 'temporary' visit. Dual intent is not by itself a deal breaker, but under normal circumstances you have to make the case that should the PR pathway not pan out, the applicant will leave Canada. Again, ridiculous under the circumstances, but you have to confront dual intent directly, even though the applicant has no free will in any practical sense.

I agree to this. I have come across an applicant with similar situation and he got TRV for his infant child. He is waiting for VFS offices to resume operations to get the passport stamped.

It looks that your son purpose of travel isnt visiting Canada. That's guaranteed to be rejected a trv.
 
Thanks everyone. I made another plea indicating the dual intent however, they are standing firm on their decision. They indicated that we should look into sponsorship however one parent needs to go to Canada to do this. So absurd!

Interesting. Do you know how he was able to get the TRV?
 
It seems to be 50/50. You are not the first person who had been denied. It is one of the risks of having a child outside Canada after you have PR. Once sponsorship starts processing you could try for a TRV again.
