Please excuse my ignorance but how do I know whether my online TRV application will be assigned to NY office or LA office ?
TRV online application from USA - which office will it be assigned to ?LA or NY?

Depends on what you mean for 'assigned':
For processing, it really can be done anywhere, and that is something CIC handles, not you.
For placing the stamp in passport: you can send it to either of those, usually you'd go for the one closest to you.
I applied from TX, the passport stamp said it was processed in Ottawa, and I sent my passport for stamping to LA
