What is his options?

How long is he in the US? Does he intend to visit Canada while he is currently in the US?

The applicant is given 30 days from the date of the approval letter to submit the passport.

The options are:
1. If he is back in the home country within 30 days, then he can simply return and submit there.
2. If he is away for more than 30 days, he has to email the issuing visa office and request for an extension to submit when he returns, providing proof of his return ticket.
3. If he is planning to visit Canada while he is in the US, he can email the issuing visa office and request to submit in the U.S., but I do not like this option as submitting in the U.S. is complicated and many people have made mistakes.

IMO, requesting for an extension in the home country is the best solution if he isn't returning within 30 days and he is not going to Canada while he is in the US.

Thank You! so much
he is been to USA two weeks.

They took over a month to process his application and he had travel plans prior applying for a visa.

Will sending the passport by Mail from USA will work ?

Thank You!

Too risky. What if it gets lost in the mail? What if it takes too long to mail and process? How can he leave the US? (Ok, there is a way, but too much trouble involved.)

Does he plan to go to Canada from the US or not?

Yes and he has the time,
We are thinking to Fedex the passport and provide prepaid Fedex or DHL letter and call DHL/Fedex to arrange the pick up
or simply mail it to family member who will take care of it. ?
Other than the chance for it to be lost ?, is it ok and usual ?

That is really a bad idea IMO, someone should not be without a passport while he is in a foreign country and he should be requesting to submit it in the US instead, but it’s his application, not mine, so in the end, I don’t care what you end up doing, to be honest.

I already laid more than enough reasonable options.
