Hi,

I (Canadian citizen) submitted my wife’s (Pakistani citizen living in Pakistan) outland spousal sponsorship PR application last month (received at CPC Sydney on Dec 31, 2020) and I understand that – assuming everything goes according to the expected timeline – it will take about a year for her to get a PR visa to be able to join me in Canada. In the meantime, I want her to be able to visit me here in Canada. I wanted to apply for her TRV so that she can visit me in Canada in the meantime but have concerns about refusal due to following issues:

- She is a housewife and has no job back home, but she owns some investments (worth few million rupees) in Pakistan and her immediate family (parents, siblings) live there - is that enough for proof of ties back home?

- If I am inviting her (include a letter of invitation with the TRV application), does she still have to show her financial ability to support her stay or can I just show mine, explain that I will be responsible for her finances and that should suffice for the TRV?

- How do you 'declare' dual intent (since her sponsorship PR application is already submitted) on a TRV application? Will it improve or reduce chances of the TRV application being accepted?

- IRCC's website mentions the current processing time for TRV from Pakistan (updated last week) as 445 DAYS(!!). That is longer than the processing time for spousal PR on the website! So if I submit TRV application now I should expect a decision to be made by summer 2022? Or does it mean something else? I thought tourist visa decisions before COVID were made in a few months at most. If it really is taking a year and a half now, is it even worth applying or should I just wait for the PR visa?

It has been difficult - we have been away from each other for a year now since I'm studying in Canada and she's in Pakistan.

- Her ties are on the weak side given she is unemployed and her spouse is Canadian. Include the investments with the application and give it a try. Does she have previous travel to countries requiring visas such as the US and UK? If so, show that as well.
- She should show her own financials if at all possible. You can also say that you will support her stay.
- Don't declare dual intent. This never turns out well for people. She needs to show she has strong ties to her home country and only has plans to use the TRV to visit temporarily (not move permanently).
- Yes, these are the current processing times. They are extremely long due to COVID-19 right now. I believe they are trying to prioritize certain applications so worth a try if you don't mind paying the fees. Be prepared for a long wait.
 
Processing times from Pakistan also tend to be longer than 1 year even before covid so I would plan on longer than 1 year.
