TRV-Applied from USA

Hello All,
Did anyone here apply TRV from USA in the last few months? I have submitted my application in Feb-2021, got my bio-metrics done in March-2021 and I have been waiting for an update since then. The online processing time from USA shows approx 29 days today. Not sure how to read this. Is anyone in the same boat. If so, please let me know if you have any knowledge around this.

Applied for visit visa from USA: 22 June, 2021
Biometric Completed: 09 July, 2021
Review of Eligibility started: 10 August, 2021
Purpose: To meet immediate family member (spouse)
Final Decision: Pending

Purpose: To meet a friend during thanksgiving break

Seems like IRCC is asking to re-submit Visitor Visa applications who submitted before Sept 7th. Anyone aware of this ? I am not sure if I fall under conditions they mentioned for re-applying as I am just visiting my friend - but would like to immediately travel once approved.

I feel they are handling things so bad - even after re-applying there is no guarantee of refund for previous application.. very disgraceful system.
