I am applying for PR by my wife's sponsorship. I've been deported for criminality (one time incident) and I am not eligible for pardon until 2014. I would like to apply for TRP so I'm wondering what is actually considered "exceptional circumstances" by the visa officer? With my wife being on welfare with two minor kids on her own and me not being able to support them from here, would that be considered exceptional/compelling circumstances to be granted a TRP?
