Trouble linking ECAS account

Has anybody come across this problem and found a work around? I'm trying to link my wife's application but seem to get stuck in a loop. I follow the instructions here:

I then click on the top link to signup/signin (the link in the middle of the page is wrong) Anyway, that takes me here:
https://www.canada.ca/en/immigration-refugees-citizenship/services/application/account.html

I then login and receive the following useless page:

I see nowhere there to link the account. I seem to recall having a similar problem when first trying to do this several months ago but I was eventually able to figure it out. I've tried in both Chrome and Safari with the same results.

Well, I'm sure I can't be the only one who has come up against this problem. I was able to fix it by clearing all related cookies. It's pretty laughable how poorly the government of Canada's websites work.
