I had planned a trip early this year and booked ahead since the French consulate requires proof of travel. I'm now facing $1000+ in penalties because of CIC's mistake (to cut the story short, they mailed it to the wrong *non-existent* address and claims they can't rush one. I'm now out of $50 for a rush PR Card). I landed in March.

My question is has anyone tried to get a VISA from a Schengen country without having a PR Card? From what I've researched I can go to the Canadian embassy and get a paper that says I am a permanent resident.

I still have to book some minor parts of my trip but the major ones (hotels, accomodations) are done. Now I don't want to book the other ones if I know I have 0 chances of getting a VISA.

Does anyone have similar experiences?
 
If you are not visa-exempt to Canada, and you are a PR but just don't have PR card yet, then you need to arrange to get a PR travel document from the country you're visiting.

You should contact the visa office in Paris to arrange it.

Would this be an acceptable "reason" for the French consulate here? This is assuming I present everything I need to them at the time of the appointment.

I figured it's either you have the PR Card and get the Schengen visa or not at all. This is what I'm afraid of.
