Can somebody travel from Mexico to Canada if they don have a American visa?

If they flight has a stop in the USA, would that be ok? They don't plan to stay there, just stop by and change planes

Depends on the country you are making a connection on. America is a big continent, so not all countries need visas for making connections.

If you make a connection in the USA you will need a USA visa unless you are from a visa exempt country.

I meant a Mexican traveling to Canada, but their flight has a stop in the United States

Depending on what passport you hold, a C1 visa is necessary to enter the United States while transiting to another country.

C1 Transit Visa General Information: The C1 Transit Visa is a nonimmigrant visa which allows foreign nationals to enter into the United States while transiting to another foreign country. The C1 Transit Visa can be used to travel in and out of the United States when your final destination is another country.

Then you need a USA visa... any kind.

They won't let you board the plane if you do not show your visa to the airline crew.
 
So... I am guessing the best way for a Mexican to travel to Canada would be taking a direct flight, with no stops in the USA! Then they don't have to get another visa they don't need.

Yup.

From Mexico there are several routes, the most common is to travel from Mexico to YVR, YYZ or YUL and from there get a commute. Other options are to go to a Mexican resort destination and fly directly to Canada.

Nonetheless the trips that are cheaper and faster are the ones going through the USA.
