Do you have a visa to enter Canada or an eTa document (or are from a visa exempt country)?
Are you married or family to a Canadian?
If you answered No to any of the above, you cannot enter Canada right now.
If you answered Yes to both of the above, you can enter Canada but will have to download and register on the ArriveCan app.
If you have a travel document but are not family to a Canadian, you need to obtain permission to enter Canada from the government for an essential or otherwise approved purpose (such as approved business).
Also, besides documents, some airlines will require negative COVID tests and special travel permission from the country's government, etc.
