My wife (South Korean) and I are planning on returning to Canada sooner then expected, due to some financial troubles while staying in South Korea. I have just been accepted as a sponser, and our application has been sent to Manila. I was wondering some things.

Firstly,

Can we travel to Canada while in process of the sponsorship? If we travel with an outbound (outland?) application, will it violate anything?

Secondly,

If we have to return to Canada before the interview, I understand that the interview will be conducted in Manlia (or wherever our application was sent to) at our cost. If we move to Canada easrly, can we change the interview location?

Thirdly,

If the application is in Manila, is there a chance that our interview will be taken place in Seoul?

My wife had read some blogs on Naver (a Korean search engine), stating that although their application wasn't mailed to Seoul, they still had interviews in Seoul, hence why I ask.

No, there is no guarantee that your spouse will be admitted as a visitor though.

If there is an interview, it will be in Seoul, you can't change it.

Applicants with outland app in progress are allowed to travel to and from Canada during processing, just like they would as a visitor or tourist. She should buy a return airplane ticket to show intent of returning to Korea after the visitor status is finished. Often the airlines in Korea will want to see a return ticket before they let you board. If you get a refundable or open return ticket, you could always just cancel it if you don't actually end up using it, or changing it to a later date.

Also make sure when talking to Canadian immigration that she never says the words MOVING or LIVING in Canada. If you say this before she has PR, there's a strong chance they will not admit her. Make sure she states she is just VISITING Canada, and is planning to return to Korea.

At the same time you can change your home address on the CIC website to your Canadian address, so in case the PR is approved while she's in Canada they will main it directly to your Canadian address instead of to Korea.

The interviews are in the home country of applicant, not the country that is processing the application. They will not expect applicants to do international travel just in order to attend an interview. So if an interview is required it will be in Seoul. Although if your case is straightforward then there is a very low chance your wife would be required to go for interview.
