Very unlikely that an ARC will be approved for a visit. You should start the sponsorship process.

We would want to start the sponsorship process but we need to do first his ARC and do a ETA after is approved then when we travel back do the sponsorship in Canada

We haven't done it yet we we'll with a lawyer they said it takes 4 months and we need to pay $1400 dollars for it then we we'll do the ETA after but we want to know is if he can after is approved the ARC

The ARC fee is $400. If he has to repay removal costs, it is another $1500.

I strongly suggest you start the sponsorship app ASAP. The ARC has a very good chance of being approved if attached to a sponsorship app.
